INVITATION TO BID
NOTICE IS HEREBY GIVEN that sealed bids will be received for Okanogan County Solid Waste Division, ROLL-OFF & RECYCLE BINS, either mailed or hand-delivered, to the Office of Okanogan County Board of Commissioners, located on the first floor of the Okanogan County Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. If the Bids are to be mailed they must be received by the Post Office in Okanogan, Washington, no later than Midnight on the last working day prior to the bid opening date. Notification by the Post Office will be considered as actual receipt of the bid by the County Commissioners. If the Proposals are to be hand-carried they will be received at the Office of the Board of County Commissioners of Okanogan County at the address stated above until 4:00 PM Pacific Time, Tuesday June 17, 2014. Bids delivered in person will be received only at the County Commissioners reception desk. All bids will then be opened and publicly read.
Bid Documents may be obtained from Okanogan County Department of Public Works, 1234-A South Second Ave., Okanogan, Washington 98840, Phone: (509) 422-7300 or (509) 422-7319.
Each bid shall be accompanied by a certified check, cashier’s check or bid bond payable to Okanogan County, in an amount equal to at least 5 percent of the total bid amount, as evidence of good faith and as a guarantee that, if awarded the Contract, the Bidder will execute the contract in conformity with the Contract Documents, and shall provide surety bond or bonds specified therein within ten (10) days after notification of award of contract to the bidder.
Envelopes containing the bids must be sealed and addressed as stated above to the Office of Okanogan County Board of Commissioners and designated as “ROLL-OFF BINS & RECYCLE BINS.” The name and address of the bidder shall be on the outside of the envelope.
This work is generally described as manufacturing and delivering one (1) 30 cubic yard roll-off bin and one (1) 4 compartment recycle bin to the Okanogan County Landfill as specified in the Bid Packet and indicated in the proposal.
The award of the contract shall be made to the qualified responsive bidder submitting the lowest responsible bid. Okanogan County reserves the right to reject any and all bids and to waive irregularities to formalities in the bid or bidding.
The County of Okanogan in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex, in consideration for an award. OKANOGAN IRRIGATION DISTRICT
REQUEST FOR QUALIFICATIONS ARCHITECTURAL/ENGINEER SERVICES
Okanogan Irrigation District is requesting statements of qualifications from Architectural/engineering firms to provide professional services for the following projects:
Renovations and additions to the existing District office, including but not limited to, preparations of design drawings, contract documents, and construction administration. Job specifics include modernization of the HVAC system, window replacement, and septic improvements.
Firms will be considered based upon the following: 1) Qualification of Key Personnel; 2) Relevant Experience; 3) Previous Performance; and 4) Geographic Proximity.
Submit (1) copy of the submittal and identify as “Statement of Qualifications for Okanogan Irrigation District” to me. Jim Bartleson, district Manager, Okanogan Irrigation District at 37 A Douglas Rd, Okanogan Washington 98840. Submittals are due prior to 4:00 pm on June 6th, 2014

Sealed bids for Okanogan County Central Landfill Phase 3 Development will be received by Okanogan County at the Office of the Board of County Commissioners, located on the first floor of the Grainger Administration Building, 123 Fifth Avenue North, Room 150, Okanogan, Washington. Mailed proposals must be received by no later than the last working day prior to the bid opening date. Hand carried proposals will be received only by the Clerk of the Board of County Commissioners at the address stated above until 3:00:00 P.M. Pacific Time, Tuesday, June 24, 2014 and will then and there be opened and publicly read. No facsimiles or electronic proposals will be accepted.
All bid proposals shall be accompanied by a bid proposal deposit by certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.
Maps, plans and specifications are available upon payment of a non-refundable fee in the amount of $10 per USB Flash Drive or $50 per hard copy set, at the office of the County Engineer, 1234A 2nd Ave. South, Okanogan, WA 98840 or contact the Contracts Administrator at 509-422-7300. Bid proposals must be submitted on the original documents provided in the accompanying bid packet.
Informational copies of the maps, plans and specifications are on file for inspection at the office of the County Engineer at the address noted above, the County website at www.okanogancounty.org/PW and in various plan centers located in Washington.

This work may generally be described as construction of the bottom lining system for the Phase 3 Development area (approximately four acres) to the Okanogan County Central Landfill. The work to be performed under this contract shall be physically completed within 75 working days and shall include the following: grading, installation of a composite bottom liner system consisting of a geosynthetic clay liner and a 60-mil geomembrane liner, installation of a geocomposite drainage layer, installation of stormwater controls, leachate HDPE perforated collection pipe, leachate HDPE dual-containment circulation pipe, and perimeter gravel road. This work also includes installation and maintenenace of a temporary leachate transfer pipe during construction from the existing Phase 2 cell to the leachate pond, and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. NOTICE IS HEREBY GIVEN that a public hearing has been scheduled for an application received from Victor Solomon for a transfer from Current Use Agriculture to Open Space Timber Tax Classification on his property. The property is located off of High Country Drive West, approximately 11 miles south of Wauconda. The property can be identified as parcel number 3630101011 located in Section 10, Township 36N, Range 30E, Willamette Meridian.
